John Jay Presentation – 4.01
Students representing the after school Lego Club at John Jay Elementary shared their recent creations with the board. The group of 24 students meets weekly to learn about engineering and coding through the creation of Lego block machines featuring lights, motors, and sounds.

District Presentations

Agenda Item 6.0

COVID-19 Dashboard – 6.01
The board received an update on COVID-19 case and quarantine numbers among district students and staff. The district dashboard can be viewed here.

2022-2023 Capital Projects Update – 6.02
The board received an update on the progress of the approved 10-Year Capital Projects Plan. The review included discussing recent bids at schools to replace HVAC units and upgrade lighting. Other planned improvements cover doorways, flooring, P.A. systems, and outdoor facilities. Multiple projects in the 10-Year Plan will be funded by ESSER relief funds.

Math Implementation Update – 6.03
Nicole Robinson, Executive Director of Curriculum and Instruction and Michelle Benages, Math Facilitator, provided an update on the implementation of the district math curriculum, Illustrative Math. CCSD59 is currently in the first year of a three-year timeline, which includes initial usage of the curriculum in classrooms. The board heard student outcome goals for 2021-2024, an outline of the implementation process, available supports that can be utilized, how progress will be measured, next steps, and other key information.

Discussion Items

Agenda Item – 7.0 

Renewal for Refuse/Recycling Service Final Proposal – 7.01
CCSD59 is currently in the second year of its contract with Republic Services for general refuse and recycling services, with an option for one more year of renewal based upon the district’s satisfaction with the vendor’s performance.

Republic Services has proposed a 6.16% rate increase due to a rise in operating expenses, which resulted in an additional cost of $283.46 per month. With the increase, the total expense for services will be $4,603.48 per month compared to the previous rate of $4,320.02 per month. 

The bid requirements that explain this proposed price change have been met, and the district is currently satisfied with the level of service Republic has provided.

The board will vote on the renewal of the contract with Republic Services for the period beginning July 1, 2022, and extending through June 30, 2023, at the board meeting on May 9, 2022.

Taxi Cab Services – 7.02
CCSD59 issued a Request for Proposal (RFP) to eight taxicab service companies to establish contracted rates for the 2022-23 school year. Taxi services are used in cases where the district is mandated to provide transportation for a homeless or special education student, and the student’s location cannot be routed in conjunction with other standard school bus services. During the 2021-22 school year, the district transported approximately 20 students by taxi on a regular basis.

Three taxicab companies responded to the RFP, and the term of the contract would be for one year beginning August 12, 2022, through August 12, 2023. 

The rates proposed by the companies who responded to the RFP are as follows:

CitiCare:

  • Minimum Trip Charge: $26
  • Base Rate: $0
  • Per Mile: $2.60

303:

  • Minimum Trip Charge: $48
  • Base Rate: $48
  • Per Mile: $2.99

Zum:

  • Minimum Trip Charge: $70
  • Base Rate: $70
  • Per Mile: $2.95

The board will vote on approval of the rates as quoted by the taxicab companies at the May 9, 2022, board meeting.

Illustrative Math for the Junior High Schools – 7.03
In May 2021, the board approved a one year pilot of Illustrative Math at the junior high level. During the 2021-22 school year, a math implementation team was created to support the implementation plan of Illustrative Math in kindergarten through eighth grade.

The team and the implementation plan included various forms of feedback to determine next steps for junior highs, including meetings, teacher self assessment surveys, walk-through data, conversations with various leaders, consultation with the instruction department math leadership team, and iReady data review. 

 There was positive feedback around the use of Illustrative Math as the universal core resource at the junior high level. A full adoption and continued purchase of Illustrative Math was recommended as the junior high core math resource for the 2022-23 school year and through the remainder of the three-year math implementation plan.

The board will vote on this recommendation at the board meeting on May 9, 2022.


Superintendent’s Reports

Agenda Item 8.0

Strategic Plan Department Oral Reports – 8.01
Departments did not present oral reports, and instead, the board and Superintendent’s Leadership Team focused their discussion on Agenda Item 8.02, Schedule Updates for 2022-23.

Schedule Updates for 2022-23 – 8.02
The Superintendent’s Leadership Team discussed important updates to the 2022-23 school schedules that resulted from the district’s equity audit. Highlights of the schedule changes include:

  • Elementary students will now meet the requirement of having PE three times a week
  • Elementary students will have art and music instruction every week
  • Elementary schedules will provide increased daily staff collaboration time for grade level teams and colleagues
  • Junior High students will have increased opportunities for What I Need (WIN) time to individualize instruction
  • Junior High students will have expanded instructional time
  • Junior High schedules will have increased consistency across the three junior high buildings

Action Items

Agenda Item 10.0

Appointment of and Contract Approval for Grove Junior High Principal – 10.01
With the resignation of current principal John Harrington at the end of the 2021-22 school year, district administration recently conducted a search for the new Grove Junior High principal.

After an extensive process that included multiple interviews, a school site visit, and leadership reference checks, Ms. Alison Jenski was recommended by the administration.

The board approved Ms. Jenski for the position of junior high principal at Grove Junior High effective July 1, 2022.

Approval of Closing Date for the 2021-2022 School Year – 10.02
Annually, the board establishes the last day of student attendance and the final calendar for the school year. Based upon calendar days completed to date, the board approved Wednesday, May 25, 2022, as the last day of student and staff attendance for both the traditional and balanced calendars. 

Approval of PTAB Authorization to Intervene on Assessment Appeals – 10.03
Property owners have the right to challenge the assessment of their property to the Cook County Board of Appeals. This authorizes CCSD59 to intervene on all 2022 assessment appeals, rather than each time a notice is received from the Cook County Board of Review on a newly-filed appeal. The district intervenes in all cases, sometimes in partnership with District 214, depending on the location of the property and the requested amount of assessed value reduction.

In most cases, the case is settled prior to further actions. However, in some cases a full appraisal is recommended, or a case can progress to an actual hearing with PTAB. Given the 30-day time constraint under which any district must intervene, along with PTAB’s requirement that interventions must be filed by an attorney on behalf of the school district, this provides maximum flexibility in responding to newly-filed appeals.

By taking part in this process, the district attempts to remove some tax burden off homeowners living within district boundaries. 

The board approved Franczek Radelet P.C., as its legal representative, to file a Request to Intervene in Appeal Proceedings in all 2016-2022 assessment-year appeals filed at the PTAB for which the board receives notice from the Cook County Board of Review, and to represent the board’s interests in these proceedings.

Approval of 2022-2023 School Year Pay Bus Fee – 10.04
Each year the board approves the pay bus fee for the coming year. This is the amount a family will pay to have their child transported if it is determined that the student is non-eligible for free transportation. The pay bus fee for 2022-23 is based on the weighted cost per pupil calculation set by the state and the estimated regular education transportation costs. 

The board approved the pay bus fee for the 2022-23 school year to be established at $495. 

Approval of Dashboard Platform and Data Analytic Program – 10.05
District staff determined that a data dashboard tool is necessary to support high level program reviews, return on investment (ROI) analysis, and in-depth correlation studies of student performance.

Over the past two school years, the district has researched a number of tools and conducted in-depth reviews and demonstrations of six options. It was determined that DecisionEd was the best system to meet the district’s needs. The initial year costs include the substantial integration of student, assessment, staff, financial, and program information systems and will be funded utilizing Federal ESSER III funds.

The board approved a three-year contract with DecisionEd to provide data analytics, dashboarding, and warehousing at the following contracted rates: 

  • Fiscal Year 2022 – $187,000
  • Fiscal Year 2023 –   $37,400
  • Fiscal Year 2024 –   $37,400

Approval of the 2022-2023 School Calendar – 10.06
The board approved the 2022-23 school year calendar for both traditional and balanced calendar students. Highlights include:

2022-23 Traditional Calendar: 

  • Staff begin the school year on Monday, August 15, 2022
  • Students in grades 1-8 begin the school year on Thursday, August 18, 2022
  • Students in kindergarten begin the school year on Friday, August 19, 2022
  • Increased alignment with District 214 in recognizing Jewish High Holidays
  • Increased alignment with neighboring districts for Thanksgiving Break
  • Continued alignment with District 214 Winter and Spring Breaks
  • Students conclude the school year on Wednesday, June 7, 2023
  • Staff conclude the school year on Thursday, June 8, 2023
  • Five (5) emergency days are available, if needed, from June 9-14, 2023

2022-23 Balanced Calendar:
Includes the same highlights outlined above for the Traditional Calendar with the following exceptions:

  • Staff begin the school year on Tuesday, July 26, 2022
  • Students in grades 1-5 begin the school year on Thursday, July 28, 2022
  • Students in kindergarten begin the school year on Friday, July 29, 2022
  • Maintains Fall and Spring Intersessions

Approval of Staff Laptop Refresh – 10.07
As included in the long range Technology Financial Management Plan, staff computers are scheduled to be refreshed at the onset of the 2022-23 school year. The district will utilize American Recovery Plan funds to conduct the purchase of staff laptops this month. This will allow the district to avoid potential supply chain and inventory delays that could make devices unavailable until later in the fall of 2022. 

Staff will be provided with a new MacBook Air at a cost per unit of $779. The total cost for all required devices is $794,580.

The board approved the purchase of new staff devices.

Approval of Advancement Via Individual Determination Partnership – 10.08
Advancement Via Individual Determination (AVID) is a not-for-profit organization that partners with schools to provide a structured and equitable approach to accelerate student learning. 

A partnership with AVID includes professional learning for administrators, certified teachers, and student services staff, as well as ongoing support with a local representative, and access to researched-based curriculum to layer within the district’s core curriculum. AVID is also aligned with the district’s equity goals and its Culturally and Linguistically Responsive Teaching and Learning focus.

The total anticipated cost of an AVID partnership for the district’s three junior high schools is $105,496. American Recovery Plan funds can be used to support this initiative.

The board approved a partnership with AVID beginning with the 2022-23 school year as a junior high equitable instructional support program. Additional information can be viewed here.

Proclamation for Volunteers Appreciation Week – April 18-22, 2022 – 10.09
School Volunteer Appreciation Week will be celebrated throughout CCSD59 from April 18-22, 2022. In recognition of the hours of service provided by volunteers who assist the children and staff of our school system, the board adopted the annual proclamation recognizing these individuals.

Members of the District 59 Education Foundation were present to also be recognized by the board and administration for their dedication to CCSD59.

Proclamation for Staff Appreciation Week – May 2-6, 2022 – 10.10
The week of May 2-6, 2022, was set by the board as Staff Appreciation Week within CCSD59 as a time to recognize employees of the district for their dedicated contributions. The proclamation can be read here.

Approval of District 59 Education Foundation $500 Donation to Grove Junior High – 10.11
The board approved a donation from the District 59 Education Foundation to Grove Junior High totaling $500, which will be used to pay the transportation costs to send the choir to Music in the Parks.

Approval of District 59 Education Foundation $912.48 Donation to Three CCSD59 Schools – 10.12
The board approved a donation from the District 59 Education Foundation totaling $912.48, which will be used at:

  • Brentwood Elementary – will receive $250 to purchase library books
  • Frost Elementary – will receive $350 to use towards an after-school club for students to create stop motion animation films
  • Holmes Junior High – will receive $312.48 for the Physical Education department to purchase a flag football activity for students
